Competency Framework Overview
The competency framework provides a structure for connecting the processes ("What to do") with people ("Who can do it") and assignments ("Work to do"). At the core of this framework are the definitions of skills, knowledge, and experience levels. The following picture provides a picture of this framework. The process management process and the people management process work together to bring this framework to life.
The competency framework integrates the following:
Process Definition
The process provides a definition of the critical activities that are performed in each of the processes. Each process is assigned to a responsible role. Each role is defined by the activities, skills, and knowledge areas required for the individual to be successful performing the activities.
Each role is supported by a set of training and coaching materials that provides examples, develops skills, and transfers knowledge about the process to the people doing the activities.
People Management
Personnel take on assignments to work within a process. The people management process ensures that those people taking on the roles have the necessary competence (skills, knowledge, and experience) to carry out the assignment successfully. The people manager also uses the activity and role definitions to recruit and select people, set objectives and measure performance, and develop the skills of people to take on additional roles within the organisation.
Assignments
Assignments are identified by Project Managers, Process Managers, Contract owners, etc who need skills, knowledge and experience to carry out work. The activities that need to be performed are identified through the competence requirements for completing the work.
Competence
Competencies are demonstrated by people in roles where they use capabilities to produce outcomes. <-- Stephan Haeckel
