Development Life Cycle Processes
The enterprise or undertaking is formed through the organization that creates the purpose. The purpose provides the overall reason for being of the enterprise. All of the contributing organizations align to their part of the enterprise purpose.
An organization must be established to realize the enterprise. This organization consists of:
- Top Management capabilities (people and team)
- Governance Capability (e.g board and internal controls).
- Management capability / system
- Change capability / system.
- Delivery capability / system
The "Target Operating Model " describes the way the organization works at the end of the change / transformation process. The essential element of the operating model is the Capability. These capabilities are designed and replicated throughout the enterprise.
These capabilities are used to respond to similar triggers and processes:
- Trigger: Need for New Product; Process: New product development
- Trigger: Expansion or contraction; Process: Create or release new organizations / capabilities according to a "Target Operating Model"
- Trigger: New Markets; Process Create / Release new product lines / organizations according to a "Target Operating Model"
- Trigger: New regulations or external standards to address; Process: Improve process to address regulations or external standards according to capability improvement (see Integrated Management System)
- Trigger: Technology need; Process: New / improve technology platforms / services.
- etc.
At the enterprise level, the top management of the enterprise establish the purpose, vision, values and objectives for the enterprise. All of these development life cycle processes are consistent with the strategic plan for the enterprise. This results in an Enterprise Operating Model (or Enterprise Architecture Description)
